mAh and Wh are both terms that describe the capacity of a battery. mAh, or milliamp-hour, does not account for battery voltage, so a Wh, or watt-hour, is generally more reliable as a metric. (mWh=mAh x volts). For Wh, a higher number always means a device has more capacity, but with mAh, it might not be that simple.
